Cossack is currently a beta development but don't let that put you off, what's more it is currently free to download and use for non commercial use. Users who register will get the opportunity to obtain a free commercial version upon Cossack being released as a pay per use product.

Cossack is a basic HTTP web server for computers running Windows(r) 98, and XP Operating systems. It's simple to setup, and serves files from any directory you specify. Cossack is free subject to terms, and is free for non commercial use at this point. It is by no means a complete server at this point, and currently lacks many features advanced sites may need, but will serve basic web pages and images simply, quickly and setup takes less than a minute. All you provide is a folder with your offline web pages, point Cossack at it and go!
